Yes, much lower.

This is a snow pack map from snotel. As you can see the depth, per the map, is somewhere between 70 and 89% of average. Not a very precise figure but if you spend some time wondering through the various charts you can come up with a guesstimate of around 75%. How all that relates to this seasons fire hazard is an open question.
